The discussions are divided into Thematic Fields. Each issue risen and the proposals presented are related to a specific thematic field. Each assembly is related to a specific thematic field too but they are not definitive : in any moment and at the insistence of the users, they can be always changed or canceled. Users can choose and add the thematic fields they are interested in the most to participate in the discussions. They can also participate in all the discussions of each thematic field they previously activated. Regional Assembly’s thematic fields of Lazio region :

In the main page you will find the debates you have chosen and you can choose between public and private interactive assemblies.
In the public interactive assembly you can share your proposals among the people registered with Parelon. In the private interactive assembly you can debate any issue regarding your political interests, your territory and job areas you share with other Parelon’s members that belong to your working group.
The proposals emerged in the private interactive assemblies don’t have to be necessarely shared with the public interactive ones but they can be introduced as a suggestion of that specific community (political or not) or working group.
The interactive assemblies are the places where the debates are hosted and held and are based on the territory or communities in which the user belongs to.
Parelon is really innovative. Any type of organization can use this interactive system (not only political ones) and can hold debates and make decisions about a public or private issue.
All Parelon’s members can take part in the decision procedure both in the binding and advisory debates.
An interactive meeting can be :
- A political group;
- An association;
- A private enterprise
A territorial community can be : a state, a region, a province, a municipality or a district….even a condominium or block of flats.
Each user can raise at any moment a new issue.
Issues are divided into two parts: a problem or a need and one or more solutions to a problem.
The issue always represents the first part: the problem or a need introduced to the assembly by the user.
When a user raises a new issue, that represents a very important moment for the society because we need to find upholders among the assembly in order to start the discussion of a motion.
Users can also be interested in an issue thinking in the same time that it is not worth considering.
If we can’t find enough upholders, our issue will not even be discussed in the assembly.
Thanks to this system, we can guarantee that only the most interesting issues will be discussed in the assembly.
The motion as a whole represents the second structure of a debate, the solutions to a specific issue.
Each user can put forward his/her proposal that he can also change or expand in any moment in order to specify for example some parts or to accept some proposals made by other users during the feedback process.
Each user can also put forward a modification of a proposal or even an alternative one. A motion can pass only if it gets enough votes, otherwise it is rejected. In this way the users can focus on serious proposals and ignore for example the stonewalling ones that are useless to the debate in order to increase the quality and the participation in the democratic debate.
This is why you should toggle in the Home page both the public and private assembly to spread your proposal through the web and your territorial community, trying to find upholders in order to become a motion.
Later this motion will be presented and will start the voting process: Remember that voting a motion means to acknowledge the seriousness of that motion.
Any type of user can offer two kinds of support: a generic support or a consideration.
The consideration is linked to any issue because users can be interested in an issue thinking in the same time that it is not worth considering. A concern can be explicit, when the user is interested in a specific issue (clicking on the right button) or it can be implicit too : when we raise an issue regarding a specific thematic field, all the users who do prefer that thematic field are therefore interested in that issue.
In any case if a user is not interested in that specific issue, he/she can always retract his/her participation in any moment of the debate or before the admission process. Who is interested in that specific issue is called “POTENTIAL UPHOLDER”
Instead, a “GENERIC SUPPORT” is linked to a specific proposal and must be explicit (clicking on the right button). Each of these “SUPPORTING ACTIONS” have a positive or negative impact on the final result of the vote regarding the previous proposal (calculated by the interactive system).
